I. General Rules:
A. All rules in the SimCity rule book must be followed unless it is stated otherwise in these rules or in the FAQ sheet supplied by Mayfair.
B. No player assistance. Questions about rules may be asked and discussed. Only a judge or one of the participants in that game may double check the score of a play.
C. If a player makes an illegal play which is later caught, the player who was in error can either A) correct the mistake by playing a card that will make the play legal or B) remove the illegal card from the city and lose the $ value of the card. The player in error must also deduct any points accumulated due to bonuses in the special box on the illegal card and deduct any points accumulated for other cards that effect the illegal card. The player must also deduct the current zone bonus for the zoning bonus if they would receive one and the current complex bonus for the complex bonus if they would receive one.
D. It is considered good sportsmanship to help your opponent add their points. If you catch 1 or 2 points they missed, let them know. Hopefully in the spirit of good gaming they will do the same for you.
E. Players should be assigned in random order to at least 3 matches. The winner of the match will receive 2 points and the loser will receive 0 points. In the case of a tie, both players will receive 1 point.
II. Deck Building Rules
A. The minimum number of cards in a deck is 50.
B. Cards are limited to a maximum of 7 of a particular card in a deck. If a card with identical name & stats has more than one pictures, there is a limit of 7 of each picture. If a player is caught with more than 7 of a particular card or picture, they forfeit all the games they've played that play session.
C. Players are limited to a maximum of 4 event cards total in their deck. If a player is caught with more than 4 event cards in their deck, they forfeit all the games they've played that play session.
D. The Tornado is restricted to 1 per deck.
E. No proxies of cards may be used.
III. Special Rules of Play And Card Clarification
A. Players begin play in phase IV. Only standard size cards may be used in play or may be included in the deck.
B. If a Fire is played on a Fire Station, the Fire Station is destroyed and the Fire burns out.
C. The Maxis, Construction Firm, and Mayfair Games cards are not cumulative.
D. Bus Terminals, Intercity Highways, and Intercity Stations must follow all rules stated in the card's specials box. To play a card in an opponent's city, the opponent's city must meet the requirements to make such a play legal. Cards played in an opponents city become permanent in that city as if the opponent had played them.
When playing a disaster in an opponent's city, the opponent must pay for damage caused by the disaster. When placing a non-event card in an opponent's city, player placing card scores all appropriate adds and deducts bonuses from surrounding placed cards and adds or deducts them from their own score.
If the Bus Terminal, Intercity Highway, or Intercity Station is destroyed, connection to the opponent's city is lost. If the City Services card to which the Bus Terminal, Intercity Highway, or Intercity Station was connected to is destroyed, the player with the above card can reconnect to the same player's city whenever they play another City Service card down with appropriate services.
** Note ** it is good practice to place a marker on your card if you play it in an opponent's city so that you can get your card back at the end of the game.
E. The Carta Mundi card retains the special box of the card it mimics even if that card is destroyed.
F. A person playing a Road, Rail, or Power Line Construction Firm does not receive points for cards played in their own city, only for cards played in their opponent's city.
G. If a card states that it affects all players, then both players are subject to that card's effect. If the card states that it affects the city, then only the city it is played in is subject to that card's effect.
IV. Sealed Deck Dueling Suburbs Tournament Additional Rules:
A. Sealed Deck Tournaments should either be run using 6 Booster Packs or a Starter Deck and 3 Booster Packs. The tournament should specify which of the two options (not both) are to be used.
B. The player opens the booster packs and removes any long cards. The player is then left with the standard sized cards which are his card base. The player must then construct a 50 card minimum deck based on the cards received.
C. No deck building help.
D. No card trading until the Tournament is over.
E. Players may fine tune and change their decks between playing sessions.
D. NO OUTSIDE CARDS MAY BE BROUGHT IN!
V. Non-Sealed Deck Dueling Suburbs Tournament Additional Rules:
B. If a card states that players may include by majority vote one new rule for the rest of the game, the rule cannot target one player in particular. All players must abide by this new rule. Even if the card is destroyed, the new rule remains in effect until the end of the game.
