  Q: What is meant by the “last player” limitation in the Council? Exactly how many players can get a benefit here?
  A: The "last player" restriction only applies if ALL players in the game put apprentices and/or masters in the Council. If so, then the player with the lowest ranking must remove his workers before the council is resolved. Let's look at an example:

In a 4-player game: Red plays first, and places 1 apprentice in the council
Green then plays 2 apprentices in the council
Blue plays his master in the council
Yellow plays 3 apprentices in the council
Red adds his master to the council.
Now the players in the council are ranked as follows:

Red is ranked first because he is tied for the most workers (3) and placed his workers first.
Yellow is ranked second, because she is tied for the most workers (3) and placed her workers after red.
Green is ranked third, because he has the next highest number of workers (2) and placed his workers before blue.
Blue is ranked last, because she is tied for the fewest workers (2) and placed her workers last.
Since all 4 players put workers in the council, the lowest ranked player must remove her workers. The blue workers are removed. If less than 4 players had put workers in the council, then they would ALL take an action, because the special rule ONLY applies if ALL players place workers in the council.
  Q: How many actions can be taken at a single city location?
  A: Each location (except the council and your workshops) allows a maximum of 4 actions each turn, regardless of the number of workers in that location. Players can continue taking actions at a location, in order, as many times as they wish until that maximum of 4 actions is reached. Any workers still at that location are removed, and the next location is resolved.
  Q: Is it true that you don’t refresh the requested inventions on the board at the end of turn 8? In other words, if all the inventions are completed on turn 8, there are no new inventions to work on turn 9?
  A: Yes, you are correct. You do not refill the requested inventions at the end of the 8th turn. Those are the only inventions that you can work on for the last two turns of the game.
