  Q: Can I purchase a underwater city module and add it to the city on the same turn? Can I also purchase researchers and add them the same turn?
  A: Yes, you may purchase and build a module on the same turn. Basically, it works like this: First, you decide if you want to buy a module this turn. Remember that you can only buy 1 module per turn. Then, you decide if you want to add modules to the underwater city. If you add any modules to the city, than any modules you still have at the end of Phase 1 go back to the bank for future purchase. Since you add modules after you buy them, any newly purchased modules are available for city expansion. Similarly, when you purchase a habitation module, you must also purchase researchers. They are added to the city at the same time as the module.
  Q: If I launch a sub in phase 3, do I also get to move that sub in the same turn?
  A: Yes. In the submarine phase, you must follow these steps in order:

1. Launch any new subs you wish to launch.
2. Use sonar for any subs you wish to use sonar with.
3. Move any subs you have on the board, one at a time.
Since subs move after launching, you can launch, sonar, and move the same sub all on the same turn.
  Q: Do I have to “park” a researcher in each Research Module I activate, or can I move them on a future turn?
  A: Once you have activated a Research Module, you may NEVER move ALL of your researchers out of that module. For the rest of the game, there must always be at least one of your researchers in that module. It really doesn't matter if the researcher you leave behind is the same researcher that originally activated the module, but there MUST always be at least one of your researchers in that module.

Many players like to lay the researcher on his side as a reminder that one researcher must remain in that module. That way they will never accidentally move the last researcher out of the module on a later turn. The important thing is that you always keep at least one researcher in each research module you have activated.
  Q: Can I explore with my submarine even if I don’t have any money left? According to the rules, I can’t pick up a discovery if I can’t afford it, but it doesn’t say that I can’t try to find the Atlantis tiles to end the game faster. Specifically, if I have 1 Nemo, can I choose to go and explore a tile in the Abyss (costing 2 Nemo to collect) even if there is a shallower token I could reach (costing only 1 Nemo)?
  A: There is no rule that prevents a player from exploring when he has no money. The only restriction is that the player cannot get credit for any discoveries that are made (which is why they are turned face up for other players to recover). This is actually a very good strategy for a player who has no money (and therefore no opportunity to earn more points) since that player can hope to find the last parts of Atlantis before the other players can make any more discoveries.

It does not matter if the player has 0 Nemo (and cannot recover any blue token) or if the player has 1 Nemo and chooses to explore in the Abyss (which would require 2 Nemo to recover blue tokens). It is still perfectly legal for the player to avoid tokens that he might have to pay for in the hopes of bringing the game to an early conclusion.

Also, the beige tokens are ALWAYS free to recover. It does not matter what the beige token is (treasure chest or undersea current), where it is (in the Abyss or elsewhere), or whether the player could have paid for the token if it was blue instead of beige. It is free regardless. So, a player that has spent all of his money can still scour the bottom of the ocean hoping to find a treasure chest that he could use to give him enough money to collect more discovery tokens.
  Q: Can I add new researchers to a habitation module that has already been played, or can I only bring them in by buying a new habitation module and adding it to the city?
  A: The ONLY way to bring new researchers to the underwater city is by buying a new habitation module. You may never buy researchers and add them directly to the underwater city. Instead, you must:

1. buy a habitation module (which costs 0 nemo)
2. buy up to 4 researchers (for 1 nemo each) and add them to the new module
3. "sink" the module and add it to the underwater city (with the researchers still on board)
  Q: If you discover a part of Atlantis, but you don’t have the Nemo to pay for it, do you still get to make your free moves with your researchers?
  A: If you do not recover the Atlantis tile because you have no money to pay for it, then you do not get to make the free moves. Your researchers would be too dejected when they find out that they missed their chance to uncover part of fabled Atlantis! The same is true if you find a sea shell that you can not pay for and you have purchased the blue technology. If you don't recover the shell, you can't do the research.
